The Agency issues a “ Level of Excellence” certificate for an organisation that has
self-assessed in accordance with recognised quality management models and has submitted its results
to validation.The certification process culminates with the granting of a seal in consonance with
the model used and the level of excellence proved by the Agency.
Previously to the creation of the Agency, 30 organisations of the Central Government
Administration were certificated by the Ministry of Public Administration.
En the 2007 call for certification of the level of excellence, the Presidency of the
Evaluation and Quality Agency resolved the certification of 30 organisations of the Central
Government Administration.
The Certification process involves a range of agents of accredited technical competence who assure that the process is conducted rigorously and impartially.
Self-assessment licensees: A total of 31 civil servants across fifteen government ministries have been accredited as self-assessment licensees under the EFQM Excellence Model in 2006 and 2007.
Improvement action implementation validators: A total of 33 civil servant across 7 government
ministries have been accredited as action plan implementation validators after self-assessment
under the EFQM Excellence Model in 2006 and 2007.
Evaluators and evaluation coordinators: A total of 51 civil servants across fifteen
government ministries have been trained as accredited evaluators under the EFQM Excellence Model in
2006 and 2007, 33 of whom have been accredited as EFQM evaluation coordinators.
The Agency's certification of citizen charters is a higher level of the citizen charter programme. As recognition of the quality of a citizen charter, certification demonstrates the organisation’s commitment to improving the services it provides and to raising citizen and user satisfaction.
