The Agency’s governing laws and regulations

The National Agency for the Evaluation of Public Policies and Quality of Services is one of the government bodies created by the Ley 28/2006, de 18 de julio, de Agencias estatales para la mejora de los servicios públicos (the “Central Government Agencies Act 2006”).
The creation of the Agency was prescribed in additional provision 1 of the Act. The Act set forth a number of the Agency’s duties, such as evaluating programmes and policies as annually instructed by the Spanish cabinet, and laying before the lower house of the national parliament an annual report on the rest of central government agencies’ efforts to improve the quality of the services they provide to the public.
Royal Decree 1418/2006 of 1 December 2006, enacting the charter of the Public Policy and Service Quality Evaluation Agency, sets out in detail the rules that govern the Agency’s functioning.
El Real Decreto 1039/2009, de 29 de junio, adscribe la Agencia al Ministerio de la Presidencia, a través de la titular del Departamento. La misma norma, en su disposición adicional 3ª, modifica determinados aspectos del Real Decreto 951/2005, referidos a competencias relacionadas con el marco general para la mejora de la calidad.
El Real Decreto 1083/2009, de 3 de julio, por el que se regula la memoria del análisis de impacto normativo, ha modificado, en su disposición final 1ª, el artículo 6.2 del Estatuto de la Agencia.
The “general framework for quality improvement”, laid down by Royal Decree 951/2005 of 29 July 2005, articulates a range of programmes to improve public services. The Agency’s role is to drive, shape and catalyse the workings of that general framework.
